It's sloppy at best. In a driving rain water would get through to the top of the foundation, which is not a good thing.
Typical siding crew. Get the siding up any way possible and get the check.
I'd go around with some spray foam and fill the cracks at least, cut the foam back and patch with synthetic stucco patch.

From just that pic I'd say not just an appearance issue but as has been pointed out a place for water entry to encourage rot.
Probably should be fixed,
Not to mention mice, birds, wasps, etc.
Flashing
I'd slip a piece of Z-bar or stucco drip screed under it. It will cover the gap and keep the water out.

I agree they are about getting in and out and especially the check. I've been bombarded by requests for money in advance of the work being done.
Anyway, they have fixed the issue I believe well by adding a strip of what looks like anodized aluminum to match. Looks good and under the first row of siding.
They said it really wasn't a problem, but modified it for the "look" issue. (nonsense).
I think it will now be watertight.
Thanks again. My next issue shows again that some people give contractors at large a bad image.
