I have just bought a fixer here in Southern California and like many homes out here at some point in the last 30 years everyone decided that stuccoing over everything in sight would be a great idea. So now I am stuck with an unattractive stucco building that I would like to improve cosmetically. Has anyone ever laid cement board siding over stucco, and if so what would be the process? Thanks-

I have not done that, but here are a couple things to think about....
The fact that You believe it was stuccoed over another siding product and needs help suggests that the stucco should be removed. The structure itself may not have been designed to handle the weight it now bears and you are thinking of adding yet more weight.
I have seen hundreds of times where one layer over another of roofing, floor coverings, sidings, eetc has been added and it almost never works to the good - especially after the second layer, which is apparantly where you are now.
But supposing that the stucco is sound and the structure is solid, I would use Tapcons to apply furring strips vertically to the surface, and use those for fastening the new siding. Of course, if the stucco is uneven, you have the headache of shimming things straight - but that goes back to my first suggestion
