Broadly, the faucet has to reduce pressure. Your water pressure inside the pipes is from 30 to 70 psi. Outside the pipes it is 0 psi. So the facuet must be enough of a constriction to cause that much pressure drop. Otherwise water would be shooting out like when a fire hydrant is opened. The flow become chaotic and turbulant as it passes through small openings and gets turned around.
The more a faucet weighs, the more that mass will dampen the sounds of the flowing water. The lower the pressure in the pipes, the less noise it will make. If you are on a well, just adjust the pressure switch on you tank to a lower range (i.e. 30-50 instead of 50-70). While making sure you still have good enough flow and pressure at all the fixtures. If you are on city water service, you could have a pressure-reducing valve installed plus an expansion tank, and that could be adjusted to various settings to find a balance between minimal noise and decent flow.
Is there only one noisy faucet in the house? Try replacing it. Or would you find any of them objectionable at 5:30 am? Check your pressure and consider reducing it.
Anyone know if cartridge valve faucets are quieter than the old standard, rubber-washer type of faucets?
*Though the manufactures don't advertise it, I'll bet they know the decibel level of their faucets, at least their high-end ones. I'd call the manufacturers and ask. There's likely one or two who will help.
