I am working on correcting issues with a garage to living space conversion that was done quite badly by the previous owner. I plan to replace the current sliding patio door that was installed on (now rotting) PT wood that is sitting at the same level as the original concrete garage floor and raise the door about 3” using bricks/cement to start bringing the floor up to the same level as the rest of the living space. Will this require a sill pan?

To protect the interior from water intrusion.
You can buy redi made plastic/metal pans or make your own with flexible peel and stick flashing. This is good when you are having to fasten through that pan-the peel and stick is self healing.
If you can get it-there's a type that you can form around and up the frame at either end. Otherwise, overlapping is the way to go.
If you can, find a door that uses the Jamb Saver-a composite frame bottom that will not rot.
At any rate-seal what they did better b/4 install. End grain is like a sponge.
