Is a sill seal necessary on a concrete slab foundation with no crawl space? And if so, is a termite-shield copper flashing with a polyethylene membrane backing adequate as a sill seal too?

The idea of the sill seal is to keep drafts out, and to separate the wood from direct contact with the crete.

Right, it basically serves those two purposes. Of course, a rubber membrane would probably be better for separating the wood from concrete, and the sealing is only effective if the concrete is reasonably flat.
