Removing wallpaper from drywall in preparation to switch over to painted walls. Drywall paper is coming off with the wall paper. Can I skim coat over regular drywall? Do I need a special primer?

You’ll need to seal all the top layer of torn paper, where white is gone and light grey paper remains. Additionally, where bare gypsum edges meet any paper.
From your description, seal the whole surface. Ask a good paint store for suggestions but some use Bins, Zinzer Gardz, or even shellac primer (nasty stuff, well vented ares only...be careful, no kidding)
Otherwise, the remaining paper will shrivel at the edges, peel and release.
You can skim over that, I use Durabond 90 for first coat. Very hard. You can knock off some ridges but pretty much unsandable. Novice? Don’t use it.
Or, skim with regular bucket mud, not topping. Finish with topping.
I mix USG Easysand timed bags and mix myself.
