Describe what you mean by smooth.
We skim coat or spray the base primer.
A good plaster man knows how to plish plaster to be as smooth and hard as glass - well, almost.

Smooth...the existing walls and ceiling are orange peel spray-on texture, which I will have to sand off or skim over. HO wants a smooth finish...no clear definition.

that O rolled off onto the floor.
You'll need to skim coat it with finishing compound. The paint that is there now will make it extra hard to sand the dimples off..

How's this for a plan:
sand w/ PC dustless; skim coat; tuff hide; paint.

Sanding over painted spackles will bne hard work and likely to end up with gouges in wall that cost to fix. easy to just skim over, IMO.
