I’m building a slip-form stem wall on exposed granite bedrock that slopes about 30%. I’m pinning it w/ rebar (6″ deep). Should I use stepped forms for the bottom course?

I personally, would roughly scribe the forms to fit the bedrock. What I would do next depends on conditions present.
What do you mean when you say "Slip Form?"
unless you want the concrete to run out the bottom, yes.
did your engineer recommend that you pour directly on the rock or place a layer of crushed stone on the rock first ?
slip forms move. at least here in PA they do. that's how we build our silos to hold the feed for our cows.
