smooth and finish the exterior of a concrete foundation
We bought a house that’s about 5 years old. The exterior is finished with siding from about 5 feet and up. below the 5 foot mark it’s bare cement foundation.
I’ve found a product that is used commonly around where I live and can be rolled or painted onto cement to color and protect it. First I’d prefer to have the foundation smoothed though. It has a 2″ lump jutting out every couple feet and thin vertical lines (~1/8″ high) every two feet. I don’t need it to be perfect since the finishing product should cover up small imperfections.
What should I be using to do this job? I have about 850 square feet to do and would prefer something fairly fast. I can rent or buy any equipment I don’t have. The best method I’ve found from googling is to use a diamond cup wheel for a grinder, is this a good idea?

How about
posting a pic of what you have?
In general, I think it's going to be difficult and time consuming to try to clean up a wall that size. If it were a slab, yes, you could do it with a slab grinding machine. On a wall with a hand grinder I think you risk leaving a lot of marks.
concrete wall
you need to grind the wall flat and then sack it. you grind the high spots off then fill in the bug holes that will open up when you grind it, then fill the holes with a sand cement slurry, then while that is setting up you take sand cement dry mix and apply it with an old burlap sack and rub this in. make sure and wear gloves as the sand cement bulap will wear holes in the ends of your fingers and will take a long time to heal. voice of bad experiance
Backfill
Any chance you could just backfill it.
That would enhance drainage away from the house, and increase the thrmal mass outside your envelope.
