I think I have a problem here. Please see pics and advise. Exterior foam at soffit. Water coming into windows on the inside of home. No siding yet.. What should be done?

Are you sure the entry is at the soffit/return? Is this because there is that large gap? We always sheeted up to the top of the top plate.
How are the windows detailed ? They should be a more likely place look if the leaks are at or near them.
Which windows are leaking? All of them immediately below the roof on the side shown in the picture?
Certainly don't like the pic that you can see part of a stud with no sheathing or paper on it. Any blowing rain/snow or moisture (dew) that gets on those soffit panels is going to run down the slope and be inside the wall cavity. There is no way to flash the tops of the windows if the water is actually in the wall. Need to manage the water on the face of the wall but there isn't one at the top.

I take it the interior of the walls are unfinished and you can see the water enter and come down the inside?
What do the framers say and again, why isn’t the sheathing run all the way to the top of the frame?
