Soffit Vents Urban Wildfire Area

Hello,
We are currently in the process of an extensive down to the stud remodel in a very wet Northern California winter.
We are in an area classified as an urban wildfire area, which requires us to have no attic venting in the eves and also put a layer of exterior grade sheetrock or other fire resisitant material on the under side of our eves.
We are planning on spray foaming the ceiling insulation over the living area which I am told will negate the need for attic venting, however what should we do about our sealed in soffits, do they need venting of some sort? There is already signs of some mold forming on the underside of the roof sheathing, and I am worried about just sealing it in.

I recall looking at those regulations when they came in. Isn't there a requirement for roof vents? I think if you fill the "attic" space completely with foam they aren't required but I could be wrong. I'm seeing roof vents in all the new homes in the area that burned. If I had an attic space I would most definitely put them in. Ventilation seems necessary.
Fireproof vents.
There are plenty of fire proof soffit and roof vents on the market.
Are you talking vents that are rated fire proof or fire resistant?
Fire resistant.
I'm talking about approved fire resistant vents. They prevent the entrusion of embers or flames. They must be corrosion resistant and can include no plastic parts.
