What does the inspector say?
The NEC index on splicing goes from Antennas to Wireways, so more information would be needed.
I've done them with split nuts, followed by friction tape, electrical tape and a final layer of splicing tape - but they were still in a steel cabinet or in the open air at the weatherhead.
If it were mine, I'd want it in a box.
Is a box really that much of a problem? I encountered one old "splice" in a wall - had about 3" of tape around it where some Gomer had scraped off the insulation to "T" in another run of Romex. No wire nuts, just bare wires showing thru the tape and a loose mechanical connection. Interesting fire hazard. Rewired the building with EMT on the surface and abandoned the old circuits in place.
*I think that the code (NEC) is pretty clear on this. No splices or junctions of Romex or similar outside of a closed accessible box.reimon

There are approved splice kits for UF (underground feeder) cable. These use either special wire nuts, with shrink wrap sleeves for the cable or epoxy casting kits. Check with an electrical supply or home wharehouse store.

There is a product made to splice NM cable (regular Romex) outside a box. It's made for pre-manufactured buildings; the halves are built, including electrical wiring, then trucked to the site and put together. These connectors are used to splice the romex between the two halves.
These things look like the clam shell clamp-on tap splice connectors used for vehicle wiring, that don't require stripping the conductors.
I believe AMP makes 'em. Check with Graybar or with a pre-manufactured bldg manufacturer.
I agree that you need to have the inspector on-board on this. Even though the connector is UL listed & approved, the inspector might not go for it because he's unfamiliar with it. Suggest you get the info sheet on the thing to show him/her...
