(Stairs) Does the landing to entrance rise have to be the same as the step up to the landing
Located in Massachusetts. I want to frame something similar to the picture attached, from my garage up to mudroom. The distance from my garage up into the mudroom subfloor is 16-1/4”
Can I just frame it with 2x6s with whatever decking without ripping down the joists. Then the landing will be at whatever height it is, in relation to the mudroom floor? Or does each step up have to be the same rise?

Well, without commenting on code or comfort, 2x8 joists and 3/4" decking would yield about 16" total rise.
I think I'd prefer a slightly higher rise over a stumbling block at the threshold.

Mass. code says stair rise must be a maximum of 7". With a total of 16 1/4", you need at least three steps. Your step's rise (and tread depth) can be a maximum of 3/8" difference.
So, to be in code, you could rip your 2x6s down to 4 7/8, use 3/4" decking and the step into the house becomes the 3rd step.
If you don't care so much about code, you could use the 2x8s that 2sheps suggested, which would get you 16.5", only 1/4 in over your total rise, BUT coming out of your house that would be a 1/4 tripping hazard down your steps.
Alternatively, you could use a 2x6 and a 2x2 fastened together as your joist, which would get you 15 1/5", leaving you 3/4 short. A bigger tripping hazard, but it would be inward to a flat floor. 1" decking would leave you only 1/4" short, if you can find some. Or adding some 3/8" ply to your decking would bring you nice and level.

Thank you! Should I ignore the subfloor height and calculate it to the finished tiled mudroom flooring height or the door’s threshold height (higher than finished floor)? I dont have a door yet.
When a staircase is interrupted by a landing, the riser height of the stairs on either side of the landing is not required to be equal.
Entrance floor to landing 2 1/4", Landing to Step 7", Step to garage floor 7".
