Stegocrawl on top of Visqueen in crawl space

Working on a new construction home that currently has 6mm black visqueen installed in the crawl space. It’s got tips and tears all over and we want to mitigate radon issue.
We want to encapsulate it with 15mm stegocrawl. Do we need to completely remove the existing visqueen or can the stegocrawl go right on top?
Was told plastic on top of plastic could cause cat urine smell and/or other issues.
My thought is the visqueen will deteriorate over time
