I would like to apply some sort of mortar-type coating to the exposed exterior section of the new concrete foundation of my barn. I know nothing about stucco or related products, but assume that that is what I’ll need. I want a relatively smooth finish, no swirly patterns or such, and will then paint the finish a yet-to-be-determined color. So the question is: What materials should I use? i.e. stucco/morter, prepping materials, primers, etc. I appreciate in advance the responses.

Where are you located?
If you can get Western 1-Kote just buy it and follow the directions. It couldn't be any easier.
This is a fiber-reinforced stucco concentrate, you just add sand and water, trowel it on, float it out, and you're done. Works fine, lasts a long time.

I live in northern Vermont, if that has any bearing. Is this Western-Kote stuff is paintable?

I don't think it's distributed there.
I'd check with local builders.
If all else fails, a bag of Portland cement, a couple shovelfulls of lime, and three cubic feet of sand will work very well, also. If you like, an acrylic additive will make it much stronger, especially for those terrrrrible winters you suffer.
Put any good bonding adhesive on first, and you're all set.

I don't how smooth a surface you want but have you considered Thoroseal? More info in the link, http://www.chemrex.com/thoro/ASsets_tho/pdf/tsl_tdg.pdf You apply it with a brush; use Acryl 60 as the bonding agent.
Colored stucco is the way to go. The existing concrete is first watered down to moisten the wall and to wash off any dirt. Stucco peels when painted, when placed on very dry concrete or when there is dirt or form oil on it.
In Vermont's freezing weather, if water freezes in or under it, I don't know what will happen.
I live in Brattleboro, Vt. and have had great success with all the Quikcrete products including "whitewall" for stucco.
If you want to go cheap and low tech, I can tell you that the water/Portland cement mix that my dad put on their house 40 years ago is still holding up fine in Minnesota weather. Left it bare for many years, and then painted it, which is holding up real well.
