Also, I plan on doing his basement like Andy Engel showed in his article several years ago. Do you think the BI Dept. will permit that? I think it’s an upgrade from what they require.

Glenn, I'm not familiar with the article you referenced. And I'm actually in Tewksbury township. I assume your brother is in Clinton Township.
Tewksbury Bldg. Dept. is OK, nothing unusual here. And I havn't heard of any difficulties in Clinton in particular.
The main concerns for basements are firestopping, smoke and CO alarms and egress. If adding a bedroom and using a septic, there will be issues with the Hunterdon County Health Dept.
For the trades, there are a couple I would recommend, can I email them to you?

Glenn, just so you know, septic issues would be raised by changing the number of bedrooms. It isn't affected by number of bathrooms. I'll email you soon.

Glenn, I forgot to mention, I like the details from building science. The only thing I would change is to use metal studs, paperless drywall, and azek base. You've got to have a firestop between the wall and the floor above, so the foam can't be continuous at the mudsills.

I like it, too. I'm doing my parents basement now like that, but I do put a strip of 5/8 rock between the wall top plate and the floor joists, extending back to the sills.I hate metal studs, although I will admit that I haven't used them all that much. They'll go in easier, but I like would better, and feel-with my limited intelligence and education- that the money is better spent on the insulation board to keep an envelope away from mold than spending it on paperless drywall.Not sure if I stated that properly. I also admit it (metal studs and paperless drywall) could be the better way, but I've not used either much if at all.Glenn
