Does anyone know of the requirements for an outlet for a sump pump to be GFI protected (NEC requirement??)?

They are not required to be GFCI protected. Outlets that are not normally reachable or used for appliances not normally moved are extempt.
To be exact you will need to use a SINGLE receptacle rather than the common duplex receptacle unless you have another none moved appliance to plug in at the same spot.
