Support Wall Removed under Second Floor Joists
Recently purchased mid 40 farm house. Previous owners moved support wall for second floor 2×8 joists. When the drywall ceiling was removed we found: There are 7 joists running 16 feet with one piece 7 foot and other piece is 9 foot. They are now connected with a 1 foot 2×8 section. Second floor extends on 9 foot section of joist. Can steel plates be sistered to 2×8 to add necessary support? Or are there other alternatives?

Best would be to install a beam.
I would never give advice on something like this without seeing it in person. There are just too many variables to consider.
I can tell you that connecting joists with a 1' long section of 2x8 is pretty much a joke. Won't accomplish much.
16' spans of spliced 2x8 floor joists?!! Wow!
First, please realize that 2x8 floor joists spaced 16" OC are undersized for most residential applications and most certainly not for 16' spans. The support wall should not have been taken out to begin with. If you can't put a new one back in place, consider a properly-sized MicroLam beam, with loades telescoping to the foundation. If that can't be done consider sistering TJI's next to existing 2x8s. The problem is that TJIs don't match 2x8s in height. You will have to compensate in some fashion...and by "compensate" I don't mean running your TJIs through a table saw.
