Is there such a thing as an electrical surge protector for a central air conditioner- somethng that works on a 30 or 40 amp breaker? Not a plug in of course.

There's such a thing as a "whole house" surge protector -- attaches to the breaker panel.

The last EMP/lightning job I did for a missile site I used the epcos MOVs shown above.
Install 1 on each line with absolutley minimal lead length as close to the best ground you have* (probably near or in sevice entrance) Run the wires from the breaker TO the MOV, then on to HVAC. Do NOT just run a long lead from the MOV to the breaker.
Dont just tie one side to the box either, tie it to where the main ground conductor comes into the box.
*Edit. Even better, run your HVAC line from the service panel to a new small box right at the ground rod or metal water pipe coming into the house, install the MOVs there.
