I am trying to understand the basic idea behind filling up the shower pan membrane with water and testing it. I know it is too test if there is a leak, but how could you tell? Unless there is a major hole in the liner, it would be a slow leak, right? Would you even see it in 4 hours? Or is it to test the silicone around the drain as well?

The code (UPC) says you fill the pan with water up to the threshold level and leave it filled for 24 hours.
