The programmable thermastat in my house is on the main floor and it controls the heating for the house – main floor and second floor. There is also a thermastat in the basement however it was never used. The basement space was unuseable and it was recently remodeled. Four radiators were installed. Now the thermastat in the basement is controlling the heating for the entire house.
Is there a way to separate the two thermastats, so that we can go back to using the main thermastat for the house and the one in the basement for the basement only?

You will need to separate the hot water heat (you mention radiators) system into at least two zones-basement and upper floors.
You can do this with either two different pumps or with zone valves, either one being controlled by a separate thermostate.
Except for the wiring, all work should be able to be done at or near the boiler.
