ThoroSeal on already painted wall
I decided to apply ThoroSeal on our basement block walls in a 1950’s era brick ranch.
It’s been several years since I took care of exterior details to prevent moisture problems that we inherited from the previous owners and the basement walls have remained dry.
However, there are two sections of the walls in a finished area that was coated with some sort of flat/matt white paint – there is zero gloss to the surface.
I have no idea what it is or when it was applied – it could be just regular latex paint.
Or it might be ThoroSeal, maybe even DryLok.
Is there a way to determine what it is ?
Except for spots where efflourescence has pushed through from previous problem years, the coated walls are in good shape.
I suppose applying ThoroSeal on a coated wall is not going to work ?

why not, If it sticks. The drylock on my wall look like a flat chauly type paint. It works pretty good. tape some plastic on the wall and see if any moisture , if its working, forget about it.
Chalky does fit the description but it doesn't rub off any chalky residue.
There is also a very ugly green paint layer underneath it, which must have been the original paint from the 1950s.
I'm afraid to guess what that stuff is - probably leaded.
