I once had to tile over some backerboard that the painter had sprayed while doing the base owner didn't want to remove paint. And I had tiles pop up with no adhesion to board just to tile, just my experience, I would probably etch the concrete in the future.
Really? Slabs and tile are the norm here. Paint overspray the norm here. I've never had or heard of anyone having trouble with the thinset.

thinset is supposed to bond with concrete or cement board.......not bond with paint. I'd clean it. Jeff She's exotic ,but not foreign, like an old Cadillac......she's a knockout!
Depends on how much paint you are talking about . Floor painted 2 inches out wont matter as your tiles are much bigger . Over spray is normally not a problem. Paint will not hold a tile floor down. So I guess a little judgement is needed. This is a catch 22 question and answer. I have used alcohol , or laguer thinner and a floor scubber before on a more or less painted section , like a spill for example where I felt the floor was painted. Overspray is not a coated floor. Of course a pro book would say "clean ". Such as drinking grade water for drywall mud , but of course common sense tells you that is funny. Dont take sleeping pills and operate a bull dozer . [ heavy equiptment] Sure.
However , an oil base primer will glue things down not to come loose , but of course we are talking about latex wall paint which will come up very easy with out thinset pulling against it. You be the judge, since you are looking at it. I just did a church job and I used comet and an electric polisher scrubber, then rinse mopped , and sucked clean with a floor vac with a water suction head . Worked very well. Latex Wall paint is not very hard to get up off a concrete floor.
