If it were me I'd put up wire and a scratch coat......then the tile...
I just put a call in to the guys at Dal Tile and they say that simply roughing it up with sandpaper (he recommended aluminum oxide on a belt sander) is sufficient to set the tile with thinset.

I did two showers in a public, busy building in 1995. We ran a sand blaster on each side to remove the loose flakes etc. Used versa bond if I remember corectly and it still looks and performs fine.
