IS IT “PERMISSABLE” TO DRIVE NAILS OR SCREWS PERPENDICULARLY INTO TJI CAP RAILS?
I have been told that it will “spread” the laminated caps and weaken them.

Why would you need to ?
I've never heard this question before. The manufacturer would probably be the best one to get an answer from. You can get in touch with them through the people you're going to buy the I-joists from.
If you already bought them, you probably got an info packet with the delivery. Look through the packet for an 800 number to call for info.
*I would think you'd want to fill the void with 3/4 and screw into that.....if you're doing anything heavy they have hangers that fit over the top. I wouldn't be nailin into the rails.
*I'd be interested to know the results of this as well.I have a project coming up where I have a 1/2 wall being applied to the top plate (after tearing off the roof and rafters). Somebody came up with a plywd gusset, nailed to the TJI and the stud.I was planning to infill the web, but the sketch shows the fasteners in the flange.DC
