I am trying to install a toilet in my basement. There is a rough in with a 4″ cast iron pipe in cement. The floor will be tile. How do I attach a flange, etc? Any suggestions?

Oatey makes a closet flange that fits inside 4" CI pipe. You set the flange where you want it, then tighten down a couple of screws that expand a rubber ring that secures the flange in the pipe. You should also fasten the flange down to the concrete/tile floor with three or four anchors to hold it solid.
