Dumb question I know but I don’t know the answer. What is the proper height for towel bars and toilet paper holders? or is there a proper or preferrred height?

I go about 52-54"
That avoids conflicts with light switches at 48", receptacles at 18", and leaves room for hand towels over the vanity to hang when installed there. It is convenient for most folks to reach the towels.
