I guess the Chinese forgot to put the lead in the pet food.
it was the left over lead from the other batches of pet food ingredients they didn't get chance to make....

If by "people" you mean consumers, then no, I don't think so. Right or wrong, we depend on our system (laws, government agencies, import companies, retailers, etc.) to protect us from unscrupulous practices.
However, I don't think our system is doing its job well enough.
What choice do the people have as an alternate? Pretty slim. The decision is made at the corp CEO levels. Maybe you can figure a way to curb the people's desire for the more-for-less?

I agree. Unfortunately, it's increasingly difficult to even know where stuff is really coming from -- especially food ingredients.
Before the incident occured, I had no idea that pet food was being made in China. Since then, I've looked at a lot of the packaged human food in my house. Sometimes there's a country of origin, but many times there's not.
And what about when the overall product is, say, made in the USA, but they use some ingredients from Mexico, some from Canada, some from China, etc.?
I really think there needs to be more disclosure on food labels -- I want to know where it coming from.

I googled "list chinese taited goods"...
