The picture on my new TV is too large for some of the script messages at top, bottom, or sides (news crawl, etc). Can the picture size be shrunk slightly to show all of what is cut off?

Read the directions or go to that tv controller and find the damn button/page on the tv that deals with picture size.
HD comes auto full screen. Non HD, you can make the picture bigger. So, if you have an HD signal-go to the regular setting.
Call the store.
Call the manufacturer.
Find a 5 y.o. kid on the block and have him/her do it.
They call this 'underscan'.
Overscan used to be common with tube tvs, this is the first I have heard of an underscan issue, ever.
+1. also think the TV is defective. Does it do this with a DVD as well?

It's very common.
I can change the "aspect" or "format" of my TV picture with the TV remote. 4:3, 16:9, Justified, Stretch, Zoom, etc. That's with my TV remote. It might be under the "Function" menu under "screen size", etc.
With my cable remote (Comcast) I can do the same.
So yes, it is possible to make the picture "too big" so that portions of it get "cut off" and are not diplayed.
If you can;t figure it out, post the make and model of your TV, and if it's on cable, etc.
