My house has a pier with a boat lift. The lift has two motors about 11′ apart. At high tide, the cable that connects the motors has to go partially underwater to get from point A to point B. The cable that’s in place now (stranded 12/3 in a plastic sheath) is either inadequate for the task, or has been compromised because it trips the GFI when underwater. Is there a cable that’s specifically designed for submersion?

any of those may do the trick, no W in the designation restricts a cord to damp locations ONLY..
some of these are rated for 600Volts ( the ones without the J )
so you may not want that , but I listed them so you would have more choices

Are you talking about a CABLE or CORD? Is this hardwired? How is it run? How exposed is it?
If it is not exposed I am not sure, but think that UF would work.
Or run THWN in conduit.

those were all cord...and UF in PVC pipe would work,
but solid wire inside little motors can be troublesome my preference would be pipe and single stranded conductors....of course !.
