Looks like (hard to tell cuz your pic is so big) like a pair of nippers/nibblers for sheet metal.
Haven't use them in a loooong time. Now they have pneumatic ones.

Just don't get too aggressive with it. They say 18ga mild steel but I broke mine on 18ga galvanized. That may not be "mild".
I have an air nibbler now that will cut 20ga stainless. The only problem is the "nibbles" are half moon razor blades when they get loose. Don't get one in your hand or foot. OW!
