You are looking at pictures of the “attic” space a flat roof urban rehab. House has serious energy bills and air leaks (measured with a blower door). The roof joist are maybe 3×12 with r30 batts poorly installed. The ceiling is a dropped sheet rock, hung from metal channels , but there is only access from the area where the photos were taken.
Since the roof insulation is too little and of a poor install, I am recommending blown cellulose as least disruptive most cost effective solution. The can lights are 20 years old and area most likely no IC rated, so airtite IC retrofits would have to be installed.
Any thoughts?

What's the condition of the roof? If it's a candidate for replacement, adding poly-iso on top of the sheathing might be an option.

It is a flat, hot tar roof, actually due to be redone in the next few years. Poly-iso - you mean rigid foam panels or spray?

Got a place to use the old bats?......pull 'em out and polyfoam the whole thing. It'll easily pay for itself in time.

Not good access to get to the batts or to spray into the joists- hanging sheetrock ceiling with about 3 feet of space. Spray foam would do the trick, but I don't think it would work in this case without taking out the whole ceiling.
