I have a customer that has existing vinyl sheet flooring over a slab. It appears to be glued down under the entire floor area as opposed to just the perimeter. The customer wants new vinyl tile installed. None of the manufactures will recommend installing new vinyl tile over vinyl sheet flooring (although the existing floor seems very flat and in good shape). Since it’s a concrete slab, underlayment seems out of the question. <!—-> <!—->

I don't know the "direct answer" but can tell you from experience that the slightest embossing of the original vinyl pattern will show through a layer of vinyl above.
It may be hard to see (at first) but it's there.

There is a product to level the embossing that you float on like floor leveling. It smooths the floor so that there is no show through of the original vinyl's pattern.
I would use it rather than scrape off the old layer on a basement floor.
I've used it several times with no complaints. Menards carries it in my local area as do the other major box stores.
