Regarding wall paper borders on sand textured walls. (VWC or other) Does anyone have advice on making this project go smoothly? My wife is planning on adding borders in our daughters room, and I’m looking for advice from someone who has applied border paper over existing sand textured walls. I’m not sure how well this will work if one simply attempts to adhere the border direct to the textured wall. The house is seven years old.

It will look lke a teenager with a bad case of zits. You need to get a smooth surface, either by scraping the sand off or floating a smooth area.
Thanks for the reply...of the two approaches you recommend, which do you think would go smoother for a person with little experience in tthis type of work?
If you try to smooth the texture by floating joint compound on top of it, you will get a thick band on the wall. The thickness will be equal to the roughnress of the texture, so that's probably not a good idea. If you carefully scrape/sand off the texture where the border will go, it will look like it was planned that way from the beginning. The trick is to sand/scrape off only enough to install the border.
Here's another option. Rip some thin plywood or masonite to the width of the border plus a little. Fasten it to the wall, install the border, and trim the top & bottom edges with panel moulding.
