I am planning to build a deck 4′ x 8′ and want to have cabinet style storage underneath. The deck will be covered in composite.
What material can be used to waterproof the storage area and how would it be applied to the project????

Traditional lime wash still has tons of useful applications.

Not sure what you are asking, but we have done the following:
Build the deck, sheet the deck with 3/4" plywood, apply bitumin. I believe it comes in peal and stick and melt down. Bitumin comes in 36" rolls like roll roofing. It can be bought with or without typical roofing shingle granuals. We only use granuals when there will be lots of traffic prior to installation of the deck material, or if no deck is to be applied over the bitumin. It works without foot traffic protection. I believe other sizes and / or large sheets are aslo avaliable.
Upgrade: apply a metal drain pan over the 3/4" deck prior to the bitumin.
Set screeds over the bitumin in roofing tar. Orientation of the screes should be parrallel to the drainage. The screeds can be graduated in size if a level deck is desired. Do not fasten the screeds to the 3/4" deck with bitumin, rely on the adhesive power of the roofing tar. Fasten the deck boards to the screeds without penetrating the bitumin.
We have done this on decks, and second floor balconies over living areas.
For client convenience (when it is time to redo the roof) screw the deck boards down to the screeds for easier removal. the waterproofing should last 15 - 20 years.
We use EPDM under the floating decks
