I am building a garage in Maryland. The finish will be vinyl siding. Is it ok to use roofing felt for the weather barrier under the siding instead of tyvek? The garage will not be heated or insulated.

Some day it will be heated and or cooled....
Check with the siding MFG. It's their game plan you need to follow.

Can't imagine why either one wouldn't work.

A number of studies have shown the felt to be superior as a weather barrier, but this is a controversial topic. Tyvek is faster, lighter, and just generally easier to work with.
I bet flashing details and installation techniques are far more important than choice of wrap in every case.
As indicated upon my recently purchased and installed vinyl...
"Roofing felt is not recommended under this product."
Why? I have no idea.
It is double 4 clapboard - purchased from Carter Lumber.
