I use aplus.net for 9.95 per month to host my rental property website. I have never had any problems, but since I have neber used any other host I don't really have anything to compare it to.
They have a bunch of predesigned templates available, but I did my own using coffee cup software. I'm too cheap to buy frontpage or dreamweaver or to pay someone to design it for me. My site is really not much more than a newspaper ad with pictures. But a years worth costs less than a 10 day classified in my local paper.

This is the service I use. It is most excellent (for me anyway).
They have a free web building software called Site Builder that is extremely easy to use, and will get as simple or indepth as you want it to.
It's a good place to start to get some info, anyway. This will give you something to start comparing with. You'd be amazed at the differences in prices and service offerings.

Many of the templates just won't get you web traffic. You may want to look into SEO to understand what your site will need to be found by the search engines. Before designing your site you will need to understand the following terms:
Keyword Density, Tags, Metatext, URL, link strategies, alt tags and numerous others.
You can potentially spend months and spend thousand without ever seeing a visitor.
We get 1500 visits per day-this is our off season-but keep in mind this is 7 years in and many thousands of hours of work.
When it comes to hosting, your local host can put you on a new (uncluttered) server through a data warehouse for cheap... http://www.simcoecountyonline.com handles ours.
Many of the free hosts won't ever get you seen by the search engines... so be careful.
Also beware of getting set up in a 10$ a month deal, which is fine while you have no traffic... but once you break the 10 gig transfer level they just shut you down without notice. Arrange for capacity just in case you manage to get traffic. Don't plan on failure. It might be an extra 25$ a month but it will save much grief later.
