Weldbond glue for concrete bonding

Am looking at repairing some badly deteriorated concrete stairs. Will chip and powerwash rotten material, then coat with bonding agent and add min. 2″ of concrete to existing sound structure.
I think Weldbond Glue is used as a bonding agent. Concrete needs to be water saturated, surface dry, then Weld bond diluted with water is brushed on and new concrete poured before glue dries.
Does anyone know the dilution reciepe?
Also any ideas on application rates?
Better ideas?

Weldbnond is one of the pricier products, short of an epoxy. I can get a gallon of bonding agent for roughly twenty bucks.
I used to have some weldbond for another project. Seems to me that it was similar consistancy right out of the bottle as other bonding agents. You want it like milk or thicker - not skim milk.

Will have to weigh pros/cons of ordering Weldbond thru local hardware versus paying freight on other bonding agents from nearest large city, as I live in a small town.
