I have begun installing the hardie plank that I pre painted several weeks ago. Today when I took the plastic off that had been covering it I discovered that some of the pieces, roughly one third, were wet for a quarter or a third of the board. My question pertains to whether or not the freeze thaw cycles in va. at this time of year will give me any trouble. I know that the boards may contract a bit as they dry and that is ok as I have allowed for that. What I am most concerned about is delamination. Does anyone have any experience in this realm?

You may want to contact the manufacturer to get a better answer. There's reason for optimism, though. Before I spec'd Hardie for my home I placed a sample shingle, nailed to a board, outside for an entire winter to experience all the weathering, including freeze/thaw. I examined it closely and saw no visible degradation.
When hardie first came out we used to spray it with water when cutting to keep the dust down. No adverse affects that I am aware of and my own house was done that way. I woudn't worry about it.

I have a two foot piece that has been soaking in a bucket full of water for the last couple years.
Take it out now and then and throw it on the grass for a few weeks and then back in. Been through lots of freezing temps this year while being fully saturated with water and not a thing wrong with it. This product is bulletproof it seems.
My experience has been that Hardie will bend more readily when it is soaked, but this is only an issue for installation. I broke a few soffit panels this way...
I had the same problem: my order was dropped in October and had to over-winter under a tarp. Turns out it was a very leaky tarp!
I got some serious surficial staining on a few pieces at the top of the bundle, and we broke quite a few pieces handling it too- it is way more flexible and likely to break when wet than when dry. But neither water itself nor freeze-thaw seem to affect it much.
