At my in-laws, and all of a sudden all the toilets have the scream after the flush when they are refilling. As THE ONLY one who knows how to… um…fix things around here, I’d like to help.
What causes the screaming toilet? I know it’s the fill valve, but what EXACTLY is wrong?

Forget the primal scream, just ROAR!!!
Loose a little weight (or maybe a lots).
Any "loose part" that the water flows across can viberate and shut the water off and then when the flow stops the pieces moves back and the water starts up again.
Depending on how big that part is and the flow rate it can make a sound that is anywhere from a machine gun sound to bad bearings on a router.
For a toilet it is the most likely the seal in the fill valve. But it can also be the washer in the stop valve.

With the Fluidmaster fill valves, small particles of lime or sand can get trapped in the valve and make it sing. They can also make it run on.
These can be cleared by removing the float lever assembly (push down and turn, see markings on unit) and holding a teacup over the top as you turn on the water at the wall shutoff full blast to clean it out. The teacup directs the geyser back into the tank.
Don't try to just use your hand to deflect the water, and don't ask me why I know it won't work.
If the fill valve is not Fluidmaster, the same cleaning out can still work, but the mechanisms vary. Replacement with a Fluidmaster is easy and fixes most fill valve problems at once. No, I don't own their stock.
