What goes on first – decking or siding?
I am replacing an old deck which was rotting and also had no ledger. The joist hangars were nailed right to the deteriorating cedar lap siding. At almost the same time, I am hiring a pro to stucco my house. My question is, once you hang the ledger and complete the deck structure, do you install the decking right up to the flashing over the sheathing and then start your stucco above the decking? Or do you stucco right down to the flashed intersection of the sheathing and ledger and then put in the decking after the stucco? The stucco will be 3/4″ and I will probably use Trex for the decking. Either siding or decking could be done first.
Looks like that's a second floor deck so the stucco crew might need a surface to work off of, in which case you might decide to install the decking first, then cover it with a layer of o.s.b. to protect it.
Or, maybe you don't have time to do the decking before the stucco crew can schedule you in (and bad weather is imminent). In which case you might install a spacer board temporarilly, the same thickness as the eventual decking, and the stucco crew will work to that.
Talk to the stucco contractor. Ask what their preference is. It might affect their price, it might not.

It doesn't really matter structurally.
I'd tend to lean towards doing the stucco first, that way the new trex deck doesn't get spattered. Since your deck structure is in place, (which precludes settign scaffolds), it may be necesssary to put down some ply wood, to provide a walkway for the stucco guys.
Talk to the Stucco contractor and see what he wants.

I had planned to put down some temporary ply for the stucco guys to work off of. But my question was more along the lines of which installation method is better for weather resistance. I suppose the stucco after the decking would keep a little more of the rain and snow out of the decking to wall flashing joint.
Flashing?
It looks like you have a cap flashing over the ledger board, but it does not turn up the wall and tuck in behind the felt paper. Is that what I'm seeing?
If it does turn up. then the felt paper needs to lap over the flashing.

The flashing does go up the wall a few inches. That tar paper was a "temporary" fix prior to installing the ledger. It will come off shortly. The stucco guys will put on two layers over the entire house before they install the lath. Thanks for noticing.

I'd run that flashing up more than a few inches, then overlap a vicor type peel and stick down over the metal and up the wall further yet. Let the stucco guys over lap that.
Further, I'd limit the fasteners for the decking into the ledger, using only the joists for connection. No use putting a bunch of holes right up where you are trying to direct the water away.
