I’ve seen a number of references to Ifarnview here. I have a bunch of project photos that need to be resized and was wondering if this is a good approach.

I like Google's free Picasa software much better.

Irfanview and Picassa are both good, free and fairly easy to use. Picassa may be a little easier on the learning curve, but is more resource hungry.

I've had good luck with Gimp. If you're doing a lot of resizing. It's free @gimp.org and it has an unusual name.
