I was at the lumber mill today and while I was waiting I was perusing the “store” and in their bolt aisle I saw a bin of these:
Maybe 3-4″ long, 1/2″-3/4″ accross with a thin nut on it.
Any ideas?

Some of the mobile/modular homes have to be tied down with stakes driven into the ground and galvanized metal straps connect between them.
The slotted bolt allows the strap loop to go through the bolt and then locked down with the tighten nut.

I think you're right, but there should be a square shoulder on that bolt. Also it probably would have been stocked next to the anchors, which should be a big hint as to there porpose.
There was a porpose there too? Sounds like the place isn't very logically organized.

It's a split bolt connector, used for connecting electrical wires.

Not it. That's a pic of a large gauge copper wire connector and they are a bit costly, too.
I'd bet you'd find the bolt in the original picture in the area where the 3'x5' lengths of metal skirting are sold at Lowes.
