The handle on the side pivots out on a hinge. Couldnt find anything about it online.

It looks like a crimper for the metal clips on strapping or steel wire.
Yup, looks like a strap crimper.
The handle on the side looks to grip the strap, and pull it through the crimper for tension.
Nothing can be said so well that it cannot be misunderstood.

I needed to google it ...... apparently it's a lead seal press for money bags .
Now that you mention it, I've actually used one of these before. Back in high school, I worked at a bank. This is for money bags. Use the short handle to grap ahold of the cable that goes around the bag and the long handle crimps a lead clip onto the wire. This is how we sent money back to the Fed. I have no idea how they opened it up on their end though.
