The blue stuff is a PVA bonding agent, basically a glue. It's for use with traditional water based setting plaster.

OK, thanks-a follow-up question then. What if any are the advantages to using that over DW? Is skimcoating quicker than taping? Or just regional preference?

Real plaster is a harder, higher quality, more traditional surface. Definitely more expensive than tape and mud.

It's somewhat more moisture resistant. Though certainly not waterproof.
Plaster is a better finish. It's more money though.
