Where to solicit bids for floating slab

I don’t know if this is the format or not. I’m contracting a 24×36 garage.
Grade is 17″ difference in the 24′. Buiding inspector says 12″ sidewall a must with 2 #4 rebar stacked.
At bottom of 12″, slab should be flat for 6-8″ before slanting up to the 4″ slab thickness.
Oh yeah, it’s in Independence, MN 20 mi. W of Minneapolis.
INspector also says if garage is to be heated, foam needs to be placed on side and bottom of outer edges of thickened portion of slab.

Sidewall? Must be a regional term.
Thickened Edge = usually not more than twice the slab thickness.
Stemwall = Concrete wall raised above the slab 6" or more.
Foundation wall (footing) = sits under slab's edge, sometimes on a T footing, sometimes on soil.
Height of Stem wall and foundation wall does not include slab.
