I saw that requirement, but I would think a large local maker would have an equivalent or documents?

Check the wording. For HVAC what is requires is a manufactures certificate that the it meets the requirments.
So get the manufacture to issue such a certificate to you.
Now if they can't or won't then you have your answer.

You need the NFRC certification from the manufacturer - although I don't think they will require you to include it with your taxes, you just need it in your files in the event of an audit. The manufacturer should be able to answer you straightaway on the window rating - even custom manufacturers should have benchmarks that allow them to calculate the efficiency based on glazing area, cumulative edge length, gas fill, closure style and divided options.
We found it difficult (back in March) to get windows that met the requirements without going to fiberglass or triple-pane construction, although many of the standard vinyl windows (which we weren't really interested in) got close. The rebate program has spurred some of the manufacturers to retool to meet the 0.30 guideline.
After construction material, the style of window (double hung vs. casement vs. fixed etc...) has distinct effect on the window's efficiency - good luck finding a skylight that would meet the rating.

These were stopped in between the studs, as was done in the 70's. No frame, just glass. So the replacements will have no frame, just double pane with gas/low e. I would likely take the tax break if the glass passes and fight about the frames later. IRS is a pushover in most of these cases.
