Don’t know when or where I heard it, but I thought code required windows on 2nd story have minimum of 3’height from finished floor to sill, for safety reasons. Others tell me no, they can be lower than that. First question: are there any such requirements at all, or did I just imagine this? Second question: is tempered glass required? This isn’t in a wet area, but I’m just checking. I’d appreciate a response.

All you need in residential construction, at least in Nashville, Tennessee, are 24 inch high sills, no matter what story they're installed - first, second, third, whatever.
When and where tempered glass is required depends, at least in my experience, as much on the inspector as on actual building code. If you have any doubt at all, contact your local code department and find out what they require.
