We are in the process of building a new home, the first floor has 9’ ceilings with typically 3060 windows the second floor has 8’ ceilings and 3050 windows. with taller windows where the sill is lower (within 2’ of finished floor) do you see window stools installed. I really like the look on sills that are higher but not sure about something lower like that. Thanks!

I think that using stools on your window trim treatments comes down to your personal preference. In my own home, I "picture-framed" the taller windows, and used stools on smaller units in my kitchen and bathrooms.
With 9' ceilings, you may choose to have a more elegant window trim treatment, so take a look at the picture galleries for window manufacturers such as Andersen, Marvin, and Pella, to determine the styles and treatments that you prefer, and that compliment the style of your new home.

If you go with a stool, it's my opinion that you should "match it" with an architrave. Picture framed windows are a modern development that came about as a result of accurate power saws for the 45° angles. Historically, even very modest homes had both stools and architraves. My first home was one such modest home.
I live in a home, 1971 house, with front windows that have a stool about 20 inches off the floor. They match the other windows in the room, which are a typical height from the floor. I get why they matched them, but if we were doing it today we would frame it differently. It’s not a big deal at all, but a little strange, my preschooler stands on them, and they catch tons of dog hair and dust.
