I’m getting ready to run the siding on My Summer Project. We are going to go with a 1×12 skirt around the base of the house with a small crown (along the lines of 1/4 round) across the top. The siding will run down to it. Oh the closetest this will be to the ground would be 10″.
My question, with proper sealant and painting can I use standard pine 1×12 wood in hurricane soaked FL? We also have non-preprimed, cedar available. Another option?

Sure you could use pine if properly sealed all sides. However why not just use cedar, seeing how it is just a skirt board the additional cost for cedar is rather small, why wouldn't you go with a proven winner just my 2 cents

They don't make a 1 x 12 but to get the effect I used 5/4 HadriPlank behind a piece if what is it 7/16 ? Hadrid 12". I made a drip cap out of 5/4 hadriplank to use as the transition to keep everything low maintance.

or instead of the Hardi, you could use Azek, or Koma, or GP Prime Trim, or MiraTec for the skirt.
All would work well, without having to worry about rot or insects.
I know the other 4 are available as 5/4 or 1x12.
If it's going to be painted have you considered HardiBoard? I used it and in addition to the water resistance you get insect resistance as a bonus
